PV Prices Increasing
WILLIAMSBURG, Va.—The average cost of photovoltaic (PV) installations has risen slightly over the last three years, according to a recent report by PV News. The escalation in price is a departure from an eight-year trend of consistent price reductions. The researchers say that persistent silicon shortages and high demand are causing prices of PV modules and installations to rise even as production has increased.

Cooling, Heating Equipment Shipments Begin 2008 at Pace Similar to 2007
ARLINGTON, Va.—U.S. factory shipments of residential cooling and heating equipment for January 2008 look very similar to the totals for the same month a year ago, with a slight rise reported this year for central air conditioners, air-source heat pumps and gas warm air furnaces, according to the Air-Conditioning, Heating, and Refrigeration Institute (AHRI).

China Focuses on Environmental Protection

BEIJING—China has announced that it will reorganize the central government by creating five "superministries," including one responsible for improving environmental protection. The plan, submitted March 12, is intended to streamline an overlapping array of government agencies, commissions and ministries around core issues: environmental protection; social services; housing and construction; transportation; and industry and information.

Honeywell Official Urges EU to Take Lead on Efficiency
BRUSSELS, Belgium—European Union (EU) member states need to take the lead in promoting energy efficiency, said Honeywell International's director for government relations for Europe, the Middle East and Africa. Michelle O'Neill said that current strategy on energy-efficient technology is "too widespread right now." The Union recently developed a climate change and energy action package. However, individual governments must pass specific legislation.

ASHRAE Recommends Load Calculation Change to International Code Council

Under a proposal to both the International Mechanical Code (IMC) and the International Energy Conservation Code (IECC), references to load calculation guidance in the ASHRAE Handbook—Fundamentals would be replaced with requirements from a new ASHRAE standard developed with the Air Conditioning Contractors of America (ACCA), ANSI/ASHRAE/ACCA Standard 183-2007, Peak Cooling and Heating Load Calculations in Buildings Except Low-Rise Residential Buildings. ASHRAE made 15 proposals to the International Code Council (ICC). Final hearings for the code change proposals will take place in September 2008. If the proposals are accepted, they would be included in the 2009 code.
