Under continuous maintenance procedures anyone may propose changes at any time. Each change will be considered by the appropriate Standing Standard Project Committee (SSPC) or Standing Guideline Project Committee (SGPC), according to a definite schedule, shown in Clause 2. The project committees may also propose changes. See Related Resources below for the Continuous Maintenance Procedures (PC MOP 10.2)

How to Submit a Proposed Change to a Standard

1. INSTRUCTIONS FOR SUBMITTAL OF PROPOSED CHANGE TO ASHRAE STANDARD UNDER CONTINUOUS MAINTENANCE

   Proposed changes must be submitted to the Manager of Standards (MOS) in the latest published continuous-maintenance format available from the MOS or from this Home Page. However, the MOS may accept proposed changes in an earlier published format if the MOS concludes that the differences are immaterial to the proposed change submittal. If the MOS concludes that the current format must be utilized, the proposer may be given up to 20 additional days to resubmit the proposed changes in the current format.

   Specific changes in text or values are required and must be substantiated. The MOS will return to the submitter any change proposals that do not meet these requirements. Supplemental background documents to support changes submitted may be included, preferably in wordprocessed (MS Word 7 preferred) or scanned files.

   The August 1997 Edition of the ASHRAE Journal announced the proposed splitting of Standard 62 into two separate proposed standards (62.1P and 62.2P). The Standards Committee approved separating the proposed revision of ANSI/ASHRAE Standard 62-1989 Ventilation for Acceptable Indoor Air Quality into two separate proposed standards. SSPC 62 was redesignated as SSPC 62.1 with the charge of revising portions of Standard 62-1989 that relate to all buildings except low-rise residential buildings. The Standards Committee authorized a new project committee, SPC 62.2P, to revise portions of Standard 62-1989 that relate to low-rise residential buildings.    If a provision is proposed to be added or deleted, the text of the provision must be submitted in writing. If modification of a provision is proposed, the proposed text must be submitted utilizing the strikeout/underline format. (Strikeout text to be deleted and underline text to be added.) Please do not submit marked-up or highlighted copies of the standard.

2. INFORMATION ON REVIEW AND DISPOSITION OF PROPOSALS

   All submittals received by ASHRAE are acknowledged and forwarded to the Project Committee for consideration. The Project Committee will inform submitters of the disposition of their substantive proposals. SSPC or SGPC consideration will be given to proposed changes within thirteen (13) months of receipt by the MOS.

3. HOW TO ACCESS FORM FOR PROPOSING CHANGE TO AN ASHRAE STANDARD UNDER CONTINUOUS MAINTENANCE

   The Form for Submittal of Proposed Change to ASHRAE Standard Under Continuous Maintenance (Form) is available from this Home Page. To view this electronic file, users must have Microsoft Windows. Microsoft Windows users with Microsoft Word 6.0 or higher may view the file directly. Detailed instructions for viewing this electronic file and the license agreement are provided in Clauses 4 and 5 of this document.

4. ELECTRONIC PREPARATION/SUBMISSION OF FORM FOR PROPOSING CHANGES

   An electronic version of each change, which must comply with the instructions in the Notice and the Form, is the preferred form of submittal to ASHRAE Headquarters at the address shown below. The electronic format facilitates both paper-based and computer-based processing. Submittal in paper form is acceptable. The following instructions apply to change proposals submitted in electronic form.

   Use the appropriate file format for your word processor and save the file in either a recent version of Microsoft Word (preferred) or some other commonly used word-processing program. Please save each change proposal file with a different name (example, prop001.doc, prop002.doc, etc.). If supplemental background documents to support changes submitted are included, it is preferred that they also be in electronic form as word-processed or scanned documents.

   ASHRAE will accept the following as equivalent to the signature required on the change submittal form to convey non-exclusive copyright:

   Files attached to an e-mail:	Electronic signature on change submittal form (as a picture; *.tif, or *.wpg).
   Files on a CD:	Electronic signature on change submittal form (as a picture; *.tif, or *.wpg) or a letter with submitter's signature accompanying the CD or sent by facsimile (single letter may cover all of submitter's proposed changes).
