Associate Manager of Government Advocacy and Outreach – Washington, DC

ASHRAE has an immediate opening for an Associate Manager of Government Advocacy and Outreach. This is a key position in ASHRAE’s Government Affairs Department, located in downtown Washington, DC.  The Government Affairs Department is involved in a wide range of government outreach and advocacy activities that require significant support. This position would engage with ASHRAE volunteer members located around the world to assist with their outreach events with government officials at local, state, and federal levels domestically, as well as with government officials and organizations outside the U.S. Support includes keeping an up-to-date inventory of collateral materials (print and electronic), making recommendations on new or updated materials, tracking and helping to plan outreach events, training members on government outreach, following up with members on their events, and managing the entire portfolio of tools and resources to support and promote outreach events, as well as to report on their impact.  Some travel may be required to support these government outreach efforts.

Duties and Responsibilities:

  • Government Outreach Logistics: Coordinate and schedule meetings and conference calls with ASHRAE members as well as government officials, attend meetings, take notes, and track follow-up tasks. Identify opportunities for further engagement and resource needs, either by the government affairs department or by other bodies across ASHRAE.  Draft meeting minutes and notes, agendas, and review presentations.
  • Program Management: Assess whether collateral materials and government advocacy tools and training resources are adequate for successful government outreach.  Make recommendations for improvements and streamlining efficiencies.  Anticipate resource needs for planned and projected outreach events.  Work with other departments at ASHRAE Headquarters such as the Marketing and Technology Departments to improve collateral materials.  Coordinate with other Government Affairs staff on resource needs and projections.
  • Policy Support: While this position will focus on advocacy and outreach, information gleaned from these events – either directly or through feedback from volunteer members – will inform ASHRAE’s policy priorities and recommendations for technical tools to support policy goals (e.g., standards, guidelines, guidance, training/education, certifications).  As such, this position will be actively engaged in outreach, and will produce summaries of these events to inform ASHRAE’s development of policy priorities and technical resources.  This position will keep abreast of policy and legislative developments, actively seek feedback from ASHRAE members and government officials, and proactively provide summaries of outreach to inform ASHRAE’s broader activities.
  •  Government Outreach – Implementation:
    • Running meetings via WebEx and other platforms.
    • Attending some events to support ASHRAE members; some travel may be required.
    • Other duties as assigned.


  • A minimum of 5 years of relevant experience.
  • Excellent oral and written communication, strong organizational skills, ability to work effectively with others, be self-motivated, manage long- and short-term deadlines, ability to coordinate numerous projects at one time, and skilled at “managing-up.”
  • Ability to work with a variety of personalities and positions, including all levels of staff (at HQ and in the DC office), Society members (from the grassroots to senior leadership), and government officials and their staff.
  • Demonstrated professionalism in working with senior level staff and government officials.
  • Demonstrated ability to effectively track and prioritize multiple projects and objectives.
  • A strong sense of accountability, self-motivated, dependable, and has exemplary ethical standards.
  • Proficient with Word, Excel, PowerPoint, Outlook, and Explorer, and ability to learn new software and virtual meeting platforms quickly.
  • Bachelor’s degree, preferably in public policy, public administration or in a technical field.
