Overview:

Operation ReSHED is a vision that transforms San Diego city government into a vibrant new City Hall district in the heart of downtown. Rather than demolishing buildings or disturbing a vacant piece of land, the City Hall deliberately fills a void space in the heart of San Diego downtown allowing connectivity via elevated walkways to surrounding critical government buildings. This central location allows city officials, who may only have minutes to get to an area refuge and make important decisions, the quickest access to the Emergency Operations Center residing inside the new City Hall.

The City Hall has been massed vertically not only to transform the skyline and public perception for San Diego, but to create many opportunities for resiliency against the forecasted disasters, increasing energy efficiency during the regular operation and to provide a safe and healthy environment for the occupants.
